ANSWERED RFI: QUESTION: The Scope of Work indicates that we can use an approved equal for the hydrants at the heavy fuel pits. Can we use an approved equal at the other locations?


ANSWER: The answer is no. We are trying to standardize all of the regular base hydrants, whereas  the runway hydrants have different specifications and configurations.

QUESTION: FH that is labeled as #132 is located to the South of BLDG 246 adjacent to a
parking lot.  The nearest FH located to where the map indicates is labeled FH-133. 

 Does the FH label take precedence over the indicated location?  Was the original work request written for a specific FH number or for a
location? Please advise.

ANSWER: The contractor is correct and I made a mistake on the map. The Hydrant to be
replaced is FH-132 and it is located on the Front Gate side of 246, with
bollards around it and right beside the parking lot.

ANSWERED RFI:  QUESTION:  Soil that leaves the base must go to an approved landfill, what about
concrete and asphalt debris. Whereas, asphalt and concrete companies will
take this materi <<image001.jpg>> al if it is clean. <<image002.jpg>> ?

Answer: Concrete and asphalt shall also be disposed of at an approved
landfill.

QUESTION: Who tests the soil, if it is determined to possibly be contaminated?
Contractor or Base Personnel?

Answer: See Paragraph 2 in Enclosure 3.

QUESTION: Can the existing bollards be re-used?

Answer: Yes, if they are 4" in diameter, 4 feet above grade, concrete filled
and in good generally good shape.

QUESTION:  Who decides if dewater fluid can be dumped in the base lagoon?

Answer: See the last Paragraph in Enclosure 3.

QUESTION:  If soil has to be put off to the side to be reclaimed (contaminated), who
accomplishes this. Whereas, this process takes weeks/months. And does the
base have a designated area for such an operation?

Answer: See Paragraph 3 Enclosure 3.
ANSWERED RFI: 

 

Question: I see that you stated that you are trying to standardize all of the regular base hydrants to be
Mueller only.  I respect your decision on that, but I wanted to point out one thing to you regarding this.  There is no stocking Mueller Distributor in the Jacksonville, NC market and this might create a situation down the
road for you for parts, repairs and warranties. 

 We are a stocking  distributor of American Flow Control who has a subsidiary called the Waterous Company.  They manufacture an equal to the hydrants you are
specifying for this project and we are in Jacksonville and would be available to assist with parts, repairs and warranties for these hydrants.
At the present time, we are not going to be able to quote the specified hydrants on this job, as we can't "bootleg" them from one of our sister branches in another state that is a Mueller representative due to warranty
and liability issues.  I would appreciate you giving us an opportunity to quote the Waterous brand hydrants on this project in hopes that in return, we could give you the service and confidence you deserve with your water
system.  Please consider letting us bid this project as an equal to the Mueller brand that you have specified.

Answer:  Fire Suppression falls under the umbrella of safety and we are trying to
standardize all of our fire hydrants to one brand so we can keep a small
inventory of parts that can be used on all hydrants, because they will be
the same, for emergency repairs and the PM program. You can imagine the
dilemma we are facing now with all of the different types/brands of hydrants
on the base. Also, Mueller has an excellent track record for dependability,
longevity and they are easy to repair and PM.

By the way, Mueller Hydrants and parts can still be attained regionally
through distributors in Wilmington and Raleigh.

Question:  In looking at the Hydrant replacement Job on Cherry point the
specifications are calling for a Muller A-423 Hydrant but it also calls for
different hydrants @ the      fuel pits I need to know what type of hydrants
are in place so we can get the correct hydrant priced. Thanks for your help.

Answer: The hydrants are made by Mueller and are still in production.
